Problem with guy, which messing a chat

Hello.
Theres a one player, at Vietnam server, which liked to call several players a cheaters. Despite he dont have any prove, and course they do not use any kind "cheats/hacks" Its also quite annoying as he always messed up chat. ( His nickname is Selmar )
Here is some evidence of his behaviour.

Im not sure, if he breaking rules, and if its enough to mutted him. Its up to you.

First of all, Thank You.
And I spotted another player, which not following server rules. Nickanem -
aciddestroy http://www.clusterwars.net/rc3/ministat ... ciddestroy Kept writing into chat word "gay" every day, when he´s online at server.
