Seems there has been an issue with the latest patch release of August 15th, so a new one came out last night, although called "Hotfix August 18". These are the details, only applying to COOP mode servers (ours is patched already):

We are releasing a hotfix today to address a couple issues following the previous patch.

* Fixed bots not spawning after a coop server is emptied
* Fixed bots not spawning in Solo mode
