Short question:
Has Dice implemented some sort of aim assist for hip firing snipers at close range?
The amount of instant kills you get in these situations does not seem regular to me.

It is not an aimbot or anything, just a known and stupid hit registration implemented by DICE since Bad Company 2 and onward titles. Falls in line with shotguns and their hit regs over a long distance in example.
In regards to hip firing recons, there are currently discussions about the upcoming Battlefield 1, in which the devs stated they plan to work on something eleminating this behavior.
It was not present in earlier titles either (like bf2 or bf1942). Playing a recon rifle, you either had to perform long distance kills or fight with your pistol or knife in close combat situations. This required a lot more skills in order to perform well in scores playing as a recon.
I guess this got changed since Bad Company 2 was in development, in order to allow easier kills for the mass.
