I'm play at laptop and not make any changes in console.|
And again look at this picture, this is 128 tickrate and they force me to play at 128 tickrate.

In this server we can see tickrate 128 and server not force people to use 128 tickrate.
196608 have people with 128 tickrate set it manual by player, 80000 people like me who not set in console.
